Vrehen, himself a former CDA House MP, appeared as director of the IKL Foundation to channel assignments paid with provincial grants to his own operating companies. He was also paid disproportionately dearly for his work at the Foundation for the Conservation of Small Landscape Elements.

Bovens was governor since October 1, 2011. Previously he was, among other things, councilor, party chairman and municipal councilor in Maastricht and chairman of the executive board of the Open University.
