Just tested (Intel+Nvidia, Linux, Firefox). By default, the workstation’s active GPU is used. This can be forced to become the integrated/dedicated GPU (as with any other application), but only if the browser is completely restarted.
With desktop via integrated GPU and forced browser via dedicated GPU, I see for WebGL that the dedicated GPU is being used correctly (by means of information provided by Firefox itself, and by means of a combined WebGL test page to the behavior of the Nvidia GPU).
Browsers could themselves add support for hybrid graphics, so that this choice does not have to be made at browser startup. However, I think this situation is so niche that it is not interesting to develop.
To see which GPU is being used, you can visit about:support. It is also possible, for example through this webpage. The latter method makes it easier to conclude, but keep in mind that the video card model information may be incorrect. Look at the mark.
