The Kremlin said it had “noted President Donald Trump’s announcement that he would take legal action in connection with the election, so it would be best to wait for an official announcement before commenting.”

“I think it’s right to wait for the official results. I want to remind you that President Putin has repeatedly said that he respects the choice of the American people,” a Kremlin spokesman said.

When Trump won Hillary Clinton’s 2016 presidential election, Putin congratulated him in about an hour. “The difference is obvious when there are no announcements about legal challenges,” the spokesman said.

He added that Moscow was ready to partner with anyone who was declared the winner of the US vote.

“We hope we can re-establish dialogue with the next president of the United States and agree on one of the ways to normalize our bilateral relations,” he said.

Trump has not yet conceded defeat and has begun several legal proceedings, with many world leaders congratulating Biden and his partner, Kamala Harris, after the Democrats were declared winners over the weekend.
